This work focused on assessing utilization patterns and implementation barriers, examining how telehealth influenced patient experience and service delivery, and identifying opportunities to strengthen equity, quality, and sustainability in virtual care models. The resulting findings and recommendations helped NJ DOH refine its telehealth strategy, better target resources, and support long-term improvements in healthcare access and outcomes statewide.

  • Laurel Health Advisors supported the New York City Department of Health by conducting return-on-investment (ROI) analyses for high-impact public health programs, including tuberculosis (TB) contact tracing and lead poisoning case management. This work focused on quantifying the economic and societal value of these interventions by comparing program costs to measurable downstream benefits such as avoided medical spending, reduced preventable morbidity, and decreased long-term service utilization. The resulting ROI findings equipped NYC DOH with clear, evidence-based insights to strengthen program justification, support resource prioritization, and communicate the value of sustained investment in prevention-oriented public health services.

  • Laurel Health Advisors supported the St. Louis Department of Health by providing analytic and advisory support to strengthen the design, performance, and impact of priority public health programs serving residents across the city.   • Laurel Health Advisors is supporting the Health Resources and Services Administration (HRSA), as a subcontractor to Publicis Sapient, by developing and strengthening user-centered content for telehealth.hhs.gov, a national resource for telehealth implementation and best practices. This work focuses on producing clear, actionable guidance for providers and communities, while ensuring accessibility and usability through adherence to Section 508 compliance standards. The resulting content helps HRSA expand awareness of telehealth, improve access to trusted implementation resources, and advance equitable adoption of virtual care nationwide.

  • Laurel Health Advisors is supporting ASTP/ONC by conducting a comprehensive literature review to identify and synthesize the agency’s key successes over the past ten years. This work focuses on compiling evidence across major initiatives, policy developments, and national health IT advancements to document progress in areas such as interoperability, data exchange, and the adoption of digital tools that improve care delivery. The result of this effort is a peer-reviewed publication that captures ASTP/ONC’s accomplishments and provides an evidence-based foundation to inform future strategy and communicate impact to stakeholders.

This work focuses on quantifying how telehealth improves access to care, reduces travel and time burdens for patients, and helps avoid preventable and higher-cost utilization, while also assessing impacts on health outcomes and equity for rural and underserved communities. The resulting analysis is providing Thriving Together NCW with evidence-based insights to support sustained investment in telehealth and guide regional strategies that strengthen care delivery and community wellbeing.

This work focused on quantifying how virtual specialty services impacted overall healthcare spending and utilization, including avoided emergency and inpatient care, reduced delays in diagnosis and treatment, and decreased patient travel and access burdens. The resulting analysis provided AMA with evidence-based insights to help demonstrate the value of telehealth specialty care and inform decisions about sustainable adoption and policy support.
